Is there a maximum threshold in terms of how many own and operated stations a broadcast network can have?

Nope, for example, almost of the Ion stations are owned by Ion (or were, it's kind of a murky side car being used in cases now) , You have to follow the rules of not passing the 39% ownership market cap (Which Nexstar is at already) and can't own two of the top 4 stations in a market, over 8 commercial stations.

Many companies, including Nexstar and Sinclair have so-called "sidecars" allowing them to circumvent ownership rules. Also, there's a UHF discount in place, meaning that if all a company's stations are on channels 14 or above, the cap is effectively doubled to 78%. UHF stations count for half towards the population figure.

I think it's what we call "warehousing" in the UK where a shadow company owns the licence, but the parent company continues to operate the station.
This example is more common in radio over here where Communicorp UK purchased a group of stations from Global to meet competition concerns, but those stations (except one in Manchester) continue to operate as franchises of Global brands with programming, IT and admin support from Global as part of the agreement. In most cases, Communicorp stations have studios and offices in Global premises. Communicorp earn local ad revenue from the agreement, which is what the main concerns are rather than who operates the station, along with paying for talent and local admin.

The license here is oddly complicated: Originally licensed to ESPN, who sub-licensed it to Raycom Sports (a Gray company), from which the CW bought the rights and who will be the ones responsible for production.

With the SAG/AFTRA strike, they need as much non-scripted content as they can get! Sports certainly fits the bill.

They are getting most of their programming from outside the US, anyway, so as long as Canada etc. don't join in, they'll have that pipe line.
