I can’t speak for every genre of imports, of course, but those whose clocks I have seen from the 80s generally showed NFC or ITFC (the “library” that did the initial edit and was responsible for physical distribution of films and purchased programmes to the ITV stations for playout). If for whatever reason a VT machine at ITN was used purely for playback, then that wouldn’t be reflected on the VT clock. So we are left with the speculation that it may have been edited at GIR/ITN for some reason, and their name was accidentally or purposely left on the clock. I’m far from confident with this theory though.

There's a comment (weirdly not as a reply to you) that says "ITN's post-production department (now ITN Source) edited DuckTales episodes to remove commercial breaks on behalf of CiTV. Hence the latter's VT clock."

Think they may mean the "end of part" freezes or the black screens, as Ducktales was a Disney Channel show, which was later syndicated (Disney Channel existing in the States long before it became a thing over here)

Of course Children's ITV didn't have ad breaks during programmes in those days, only existing between them.

In order to surprise a viewer they created an alternative version of BBC One HD to replace the normal one in his house

In 1989 perhaps this show was supplied by Disney as an NTSC copy and ITN were used to convert it to PAL as well as perhaps editing it for UK content regulations? Mere speculation on my part of course.
