Wonder if they're trying to make the bitrate bad to make more people try and switch to HD quicker.
My eyes have seen too many HD channels to watch SD stuff anymore (anything on the COM muxes on Freeview, especially COM4/SDN and I might consider going to Specsavers)

thought I’d have a look at 10788V with the TV card.
TSreader shows it as transmitting (22000 QPSK) but with nothing on it. Looks like the Sky metadata is there but there are no channels.
interestingly the TOT/TDT (which as I understand it are how date/time are transferred and are currently identical as the UK is in GMT) is stuck at 09/02/2023 and at around 09:55 at time of writing
and indeed my freesat TV (pointed at the test region) also thinks it’s that time when tuned to what are currently non-working services for BBC1 HD SW/CI/etc
edit: seems to be going back and forward in time. now it’s 09:52. how strange

well whatever it was it was on air until recently. now at 23000 QPSK and looking more "normal" though the channels aren't yet named (except for ETV5)
leaving it a bit late for glorious HD spotlight!

You shall have Spotlight in glorious native HD in 30 minutes.
The tests on 10.788V 23000 3/4 are up and running with limited EPG now/next data.

I’ve got bbc scotland on 10818 v 22000 10363 as well as well as the proper one so three places.
