5am? that's such an odd start time. Surly 6-9am makes more sense?

The move from ITV1 means that there will be no ITVX Kids programmes in HD on Freeview, unless ITV decide to eventually launch ITV2 HD on there

Possible they'll use 5-6am for signed content.   Looks like they currently do that 6-7am at weekends - not sure if there is a sign language requirement specific to the breakfast licence - most channels have to sign 5% of content IIRC.

The Licensee must achieve such interim targets for subtitling, sign language and audio description as are notified to him in writing by Ofcom or set out in the Code on Subtitling, Sign Language and Audio Description"

It probably makes sense for the audience to have one channel to go to - so ITV2 will now be that linear outlet all the time, and although limited it’s better than nothing for the few households with poor broadband or lack of digital access.

Not having any HD outlet for Freeview viewers for ITV’s children’s programming is a big loss through.

That's because free to air linear commercial TV is dying on its backside. What's the point in ITV investing to make lesser watched slots more profitable when they'll probably be on a hiding to nothing? No doubt ITV have data, far more detailed than anything you or I know about, telling them a weekend GMB is a non-starter.

They probably would say, Go to ITVX to watch ITV2, ITV3 and ITV4 in HD.

Yes, and to give them some credit where it’s due, at least they have made all their channels available as HD streams for free on ITVX; it’s not like HD is behind a paywall.

However, if you are having to watch the programmes on ITV 2 due to either very poor internet access or otherwise limited digital access (due to cost) then the ITVX stream (whether it’s ITV 2, the FAST channel, or the programmes played individually) is useless to you anyway!

If you are on the poverty line then I don't think having to accept ITV Breakfast childrens programming in SD is really going to be quite the hardship you imply, all things considered.
