These days there is an official agreement with BBC Studios to carry the channels and they also pay for the privilege. Under this agreement the cable operators are also required to block all programs to which the rights conflict with a local broadcaster (mostly sport like the Olympics, World Cup, Euros etc.).
Also today these providers do mostly just take the signal from satellite. Hence the warning to them from the BBC about the discontinuation of SD.
Mind you the Dutch article doesn't actually say that
