It was made in case the 2022 series couldn’t be filmed. If that had been the case then this would’ve been shown then.

It's certainly strange to think that this has been in the can for so long. As you say, it was recorded before last year's regular series - and as such, the South African show will in reality be the first time Ant & Dec had presented IAC abroad since the pandemic.
