'Cheap & Nasty' is the phrase you were looking for. 

The one at Millbank used by the BBC is basically a chair in front of a locked-off camera with a plasma screen behind which fills the entire background of the shot.

It doesn't have to be bigger than your living room, probably actually quite smaller.

CNN continues to alter its programming into Sunday: 4-6am ET is anchored by Max Foster from London, studio looks like flashcam, but the background image is Newsroom-ish.
Kim Brunhuber did only 3am hour from Atlanta, as Michael Holmes stayed till 3am.

CNN This Morning features Wolf Blitzer in London alongside Victor & Amara in Atlanta, at least in the opening shot.

Moreover, Domestic schedule now says that 8-11pm will have AC360 and CNNI will take over from 11pm, thus culling all recorded shows, including much-prepped The Whole Story.

Looks like a bit overkill, especially if there will be no further developments, this risks turning into a repetitive punditry.

I'm going to be really pedantic here - he originally coined the term in reference to the spare continuity booth associated with NC3 (the backup Network Control room which also doubled as Sub-Control, a gallery without a studio for mixing OBs etc) which was smaller and somewhat antiquated compared to the NC1 Con.  Over time the term stuck and the origins were forgotten.
