The production teams aren't merged, they just use the same studio and crew. 

Getting Huw to read London News assumes that it's a presenter they're lacking, not an output editor

Issues with the lunchtime regional weather on ITV1 London. We got the countdown clock for the London bulletin, but then got the Meridian sponsor and West/Thames Valley bulletin.

That was Alice Bhandhukravi, and she did the main 6:30 pm London bulletin.

I'm not 100% sure but it looks like the London headlines during the 10 were a repeat of those shown in the 6. You can check yourself, as London headlines are recorded in the iPlayer replay of the bulletin.

Most likely this is the case. However, still not clear for me why they decided for her not to read the London headlines as well and opt for a (most likely) repeat - did they want to avoid confusing (non-regional specific) HD viewers by showing a familiar face doing a regional bulletin?

I guess she needed to be on hot standby during heads in case they lost Glasgow, as it’s a crucial part of the programme.
