Well it's not really new - if you look at a clip of Live News it! from a few days ago from the same user that posted the one above you can see it looks the same - this can be seen 21 seconds into the video.

However another video - again from the same user - posted a few months ago shows that the section seperating the studio itself and the newsroom is different 24 seconds in. Also worth noting that the camera angle is tighter in the second video, compared to the wide angle seen in the first video:

As you have likely seen on the news already, a magnitude 7.4 earthquake has hit Taiwan, with the tremor also being felt on Japan's southerly islands.

I'm not sure I'd want to be underneath that light rig in Taiwan, but I guess they are designed to move around like that during earthquakes.

I can't speak with any certainty about the regulations in Taiwan, but I'd assume (as you've said) that they are designed to move around during earthquakes, rather than having them fixed and putting strain on the primary supporting connections.
Going back to the TV coverage, I have found another two videos. Like before, the first one is from Taiwan and gives a better view on how each station covered the quake individually.

The second one is from NHK in Japan and their coverage from the initial earthquake warning (just before 09:00 local time) up to 40 minutes after the cancellation of all tsunami advisories (at 12:00 local time).

Over in Hong Kong, Now News introduced new graphics last week. Not too fond of the titles, which changed from a city made of gears to one made of presumably Polo peppermints.
Otherwise minor adjustments to the lower thirds, plus a more rounded look to the shoulder graphic.
