How is it new look?

Doesn't look like a new look to me - those screen graphics have been used since the merger happened at the start of this month

I really like the Washington studio, but it doesn't look any different tonight.
Frankie McCamley is based in London, so nothing new from there until at least 10:00 tomorrow morning after Breakfast/LK, and the Ten was from E as usual on a Saturday. Her picture on Twitter is from Studio C at NBH, and I doubt that has been changed, unless one of the many departees has taken a sledgehammer to parts of it before leaving.

Did Frankie McCamley present on the merged channel since the official launch and the new backdrop?
If no, then her tweet might just refer to
her first time in the studio with post-merger backdrop and logos.

I believe this was Frankie’s first appearance since before April 3rd so you could be right.

That's quite a strange inference from her tweet.
I presume she knows the difference between a
'new studio' and a different set of graphics on the screens in the existing set, and that it isn't
'new' just because it's her first appearance this month since the merger.

She says in her tweet about "new look studio", not about "new studio", so a revamp of Studio C backdrop and logos could suffice for that.
After all, one could ask when "new look" stops being "new" - it still hasn't been two weeks since its introduction.
Moreover, the whole tweet looks feels as a promo of her then-current shift ("in the next few hours") and is clearly done from Studio C.

Is anyone's TV giving out a low res image when watching BBC News from Washington? I am watching the UK feed in HD and the studio output is very blurry at the moment.
