The statement has clearly been taken from the ShoppingTelly site, as the "final line" in the memo is actually ShoppingTelly's comment.

Suspect they're allowed to continue broadcasting dead air on Freeview for longer given other channels are blank 23 hours a day as long as they're paying the bill. Struggle to see how it survives now though - feels like it's gone past the point of no return.
