But looking at the logo now, I’m not seeing it. If the V had two horizontal lines to create a 3 shape around them, maybe. But I think you might be seeing things (unless I’m being thick)!

I always thought that the 3 lines in the 'V' were meant to represent Channel 3, which was the official name of the network.

It didn't become the official name for a number of years after 1989 though.

The 'Broadcasting Act 1990' was already working its way through Parliament at the time, which changed the name of the network. It was therefore already the official name of the franchises they were intending to bid for when it passed.

I think the new logo was intended to represent that new name as a more unified network, without losing 'ITV' in the process.

Maybe I was seeing things, but it certainly looks like a '3', and the fact there's 3 lines tells me that's by design.

It was the name of the network from the moment the fifth terrestrial network was approved according to the IBA. ITV were aware of this while they were preparing their bids in the late 1980s for the next franchise round to the new ITC.

You can see why some of those were rejected. Anglia's triangles are the wrong colours (yellow was on the inside of the A, not the outside). Granada's is missing the line linking the arrowhead to the G. Ulster's is unrecognisable. TVS's doesn't use it's symbol at all (which by then was part of the animation but not the final lockup), the graphic in the V is instead based on the bevelling effect from the letter S in the wordmark, which doesn't make a lot of sense.

To be honest, I lived in one of the more recognisable ones (Tyne Tees) and even here it took a while to realise that the local logo was contained in the triangle. Even when I saw YTV's one the TTTV one didn't immediately click - and I'm a pres nerd.
