Although we're in a situation where the BBC is hiring Irish talent to present from Washington having axed or demoted virtually all of their UK News Channel talent.

I don’t see why it has to be a zero sum game, is the new news channel just a survival exercise until a bigger budget can be found to revive a decent U.K. news channel?
Or some master plan to make millions in the U.S. and pay for the U.K. service that way?

As things are, a return to separate channels is not a long-term ambition - the prime focus is on making the new service work. Whether there will be more separated output in the future is a different matter, but is of course dependent on improved finances. With advertising profits from World pledged to go towards domestic news output, an increased profitability of the channel internationally is one of the main ways they would be able to do that (should they wish to go down that route) and the US is obviously the easiest way to get extra advertising revenue.

Looks like they had a hard time urging presenters from London to move to DC...
Meanwile, for the Election Coverage the ticker is back in full glory - showing the not only the election results but the headlines of the day as well

Regardless of BBC News hiring an Irish presenter to host from Washington, Caitríona Perry has worked that beat before, so will be a valuable asset and presumably still has contacts in D.C. for scoops etc.
It's a decent hire regardless of nationality.
