The problem with world affairs is that some postings are seen as much more desirable than others to the vast majority of people and that in the absence of a rotation system some of the most important locations to have a strong presence in will always be left with the inexperienced correspondents who are looking to move elsewhere at the first opportunity.

Whilst Emma might be based on the West coast this will presumably reduce travel by other correspondents for election related events on that side. In addition sometimes they assign correspondents to follow particular candidates in which case it may not matter whether they are east or west coast based.

Presumably news organisations deploy extra resources to the US in an election year, and they'll be the Trump trial(s) to cover as well, so although the LA role is more about showbiz than politics I guess there is the opportunity to do a bit more during presidential campaigns.
