However it was made all those years ago - film, VT, what sort of film used or how it was telecined, it's irrelevant. Those who digitised it in the 21st century have no choice but to convert from PAL 576 24i to <whatever resolution> 50p, there's not really any other option and almost everyone watching will be doing so on a progressive display.

If a 24fps film source is converted to 50fps, it won't look any smoother because the converter has no idea what those missing frames are. That data literally doesn't exist. You'll only get those missing frames filled in from some kind of AI or upscaler, which is what TV Ark is being accused of using. The fact that a film source is being used (almost guaranteed to be shot at 24fps) and has the smooth motion of a 50fps video is a clear sign that the original video file has been artificially enhanced.
