I’m guessing everyone is seeing Steve Saul of BBC North West reading the news in front of a bright backdrop of MediaCity then? It threw me off at first as we’re used to seeing Steve present in front of a different backdrop.

Here's a look at the 0830 breakfast bulletin, there's no time bug, the bug on the lower thirds is replaced by "BBC News" bug.
There's also no national weather forecast, Steve Saul just said "for full check on the weather, put your postcode on the BBC News website", but there's national travel news.

It's a bit nostalgic in a different sense of way... it feels like I'm watching UK Today back in 2000s on BBC One Digital and News 24 - the backup news bulletin for all nations and regions~ All they need is a modern rendition of the "UK Today" sting in the beginning and replace the backdrop with the NBH newsroom... If this programme still exists today, it could be presented from Studio E~

South East Today has had bulletins during Breakfast this morning.
No pre-recorded weather from the London hub; just the newsreader and a weather graphic.

It's been done that way on occasion before (albeit on
non-strike occasions!), such as early on in the Russian invasion of Ukraine, when Sportsday was (presumably) cancelled:

Yes they normally used a filler read by Martine Croxall in C. After she’s investigated over that episode of The Papers, it’s replaced by Ben.

They could do with a longer script for it really. Martine and Ben both read it very slowly, and Maryam has a long pause at the end.
