Worth pointing out that it received 1.8 million last night. That’s reasonable enough for the slot and will be over 2 million consolidated. It also didn’t finish until after 10.30pm, so will almost certainly have been above the slot average.
Some of the stats used by broadcasters are misleading and mean very little when analysed in detail. It should be expected that Jonathan Ross will be above a certain level given the lesser type shows around, and if looking at it from a purely Saturday night angle, when there's stuff like It'll Be Alright On The Night to compare it to.
The 1% Club managed 4.3m so I don't think ITV will be particularly delighted that they lost over half of their audience.

Job cuts at ITV. Really not a great time for the industry at the moment.

In my eyes, they should look at the US late night formula that still has the music, the interviews but also have skits and special games/segments with people being interviewed on the show, that often don't involve doing the bare minimum for a few minutes. The format of intro/smallest monologue on the planet, guests and then music at the end is just as basic as these shows can get.
My biggest problem with the Jonathan Ross show is that it’s the same old faces in rotation- Rob Beckett, Katherine Ryan, Jack Whitehall, Romesh, Clarkson.
Graham has a more varied rotation.

Although that article says it’s in the single digits and only in the promo department.

A restructuring programme looking to save £50m a year though is unlikely to be achieved by single figure redundancies. ITV though seem to be weathering the storm far better than most.

Well ITV is far bigger than Channel 4, with a lot of enterprises which can help ease the burden. Remember ITV own content, and can sell it internationally, Channel 4 owns nothing, as it is a publisher broadcaster, which is one of many reasons why they are in the financial toilet now

Am I naive in hoping that regional programming, including news output, will be safeguarded against any potential future cuts?

Not surprising. ITV have had the content to pull them through whereas other broadcasters' slates were crap to start with and they have wasted money on new shows.

i think its showing in the schedule though, it feels weaker and increasing number of repeats.

Nowhere near as bad as C4 though.
