I don't think anyone, including Mr Davie (and myself) wants this. He is forced into it as an inevitable consequence of the financial position which a) the government and b) the economy have put him in.
I suppose there is an argument to say protect these services at all costs and make bigger cuts elsewhere, but given the level of inefficiency he indicates, that doesn't seem fair. Again, to be quite fair, I have no evidence of these inefficiencies but given he is a public figure making these statements to Parliament, I'll give him the benefit of the doubt.
