In other words, there are no active plans to use Studio E for now (which might just mean "until the new financial year" or "until the News rebrand happens") BUT there is some semblance of some fag packet of some plan to potentially use it in the future for something. They will spend a nominal amount of money maintaining it and keeping it ready for a future use.
It is exactly what happened with Studio B. Move out the expensive programmes to save a bit of money this financial year, mothball the studio for a period of time, but at the beginning know that you propose, at some point in the future, using it for something.
Very different to someone making an active decision that they definitely do not need the resource ever again (at least in the short to medium term) and, for example, permanently converting it to an office space or selling it to another broadcaster/production company.
