Based on how multi purpose it is, and how these plans have been years in the planning, that should probably have been studio E. Studio B could have been parked for the moment, and the World hours such as the current one with Christian Fraser could have been in E as well.
I agree that this would have been a better approach - although do you mean Studio C (the World News one with the screen - E is the one in the newsroom)?
It was mentioned earlier that the BBC might have been deliberately avoiding bespoke studio graphics and lighting, but I personally think it's worked well for the likes of Good Morning Britain and Talk TV.
