The fact the slide and announcement comes up after an advert is played, suggests either ATV couldn't get back to the film, or whoever was networking the film, weren't able to get it started again.

Looks more like an issue with playing out the ads - normally a commercial break in a networked film would have been about 3 minutes 40 seconds - looks like ATV got the ads to run again and rejoined the film a bit late.
The whole clip is a bit of a hotch potch. It would be absolutely unthinkable, as in UNTHINKABLE, for an ITV transmission controller to put out two back to back commercial breaks as shown in this clip. It would be against all the IBA rules concerning break patterns and durations - something which all transmission controllers would have ingrained on their hearts as it was so crucial to their job. This clip is not what it seems.
