It tends to depend on where the problem occurs and whether its worth doing anything about. As that issue is during the credits and not during any live action, its probably not worth remaking an entire run of credits. If it was going to be broadcast (that episode is from 1979 apparently) it would have almost certainly been remade, though its usually obvious that's been the case.
But of course Dr Who Restoration Team has demonstrated that even if the issue was over action, its not entirely insurmountable given enough time, money and effort. Presumably the bulk of the budget for those sort of releases would have been to clear it for release and put the packaging together (the disk media is dirt cheap and I presume duplication via a stamp wasn't too expensive either).
