Pretty sure the culprit for things like that is fog, although the transmission date for that is June 2001, and fog, while not entirely unheard of in the height of summer, is unlikely in that scenario. However it doesn't mean the weather was "bad", it was probably fine and the issue was in the air as it were.
We'll probably never know but analogue TV was susceptible to interference from goings on in the atmosphere which ultimately sent the signals further than intended, as I remember I could sometimes "see" another transmission interrupting Central as they shared the same UHF frequency and so you had this on-screen interference/battle for who was going to win (as Central was closer and coming from Sutton Coldfield as opposed to wherever the other transmission had come from, it was obvious who would win out).
Same effect you can hear on Medium Wave and Long Wave radio after dark - find all kinds of foreign stations you can't pick up in the daytime, quite often come through clear as crystal. Remember picking up I think it was a French station or maybe Belgium - the music was good, but couldn't understand a damn word the presenter was saying.
