Yes those titles were awful and not a patch on what came before and after. The original BBC London titles still look great today
The simplicity is because they were a kit of parts so that they could create unique titles every evening with different visuals. They are as simple as they could be for the time considering they were made by the gallery every night.
There are several problems with them apart from looking very basic. The visuals are dull, the music is slow and the two don't work together unlike more crafted titles (though the greyhound shot used above just about works) . The graphic running along the bottom just had generic slogans like 'tune into 94.9'... which is vague enough by itself, but why are they telling me to tune into a radio station at the start of a TV programme? I assume the intention was for that to be used for different messages, but to be honest it's still to many different things as it is
