He definitely was from around Series 4 to the end of the Smith-era, when things got very brassy and 'epic', but I'd say the earlier series (particularly S1) and some of the Capaldi-era stuff was more pared back. Other Gold works, such as A Very English Scandal, can also be very minimalist. Compared to other TV composers, I've always found him to be quite adaptive in terms of genre and instrumentation.
