Now I am not great at squinting, I can't see who it is that is there in the background, so why not say?
I think I had a different past cast member in mind (one who hasn’t been confirmed or as far as I know even rumoured as returning) when I saw it, oddly enough.
Here is the Disney+ trailer. As said above, a remix of the BBC one from a few weeks back. Interestingly enough, I think this is (one of ) the first time that Disney+ have covered the Tennant specials, most of their promo work has centred around Ncuti Gatwa; I can understnad this as Christmas will be a far better joining point for the completely new audience they will be hoping to attract.

Mel, who has been confirmed for the next series but not the 60th specials.
It’s been known for a while, however, as the publicity shot used to announce Mel’s return was taken on an outdoor set used for the 60th (the UNIT helipad). That particular set had been spotted in aerial images of Bad Wolf’s outdoor studio lot around the time the 60th specials were filmed.
Next Wednesday on BBC Four at 20:30, the Radio 2 concert will also be shown in full. That will be preceded by a new clip/archive show voiced by David Tennant.
