It's on a platform, probably similar to what ITV Granada Reports use when they move the desk during summer/winter.
The BBC have also done this before in N6 when Breakfast was in there - the dais/desk was on the right, then moved to the left for News bulletins a very long time ago. The wheels are locked when in position, then unlocked to move it. No automation required - just some studio crew.
