I can't see how NTV can get new sets or new logos. The CRTC local station licences have local programming quotas (the private stations meet them with "local" news), which is why Global and CTV won't start a new station there.
As mentioned earlier, the new CTV National News edition is a response to recently massive job cuts (and make additional cuts?*). This is on top of the closure of radio stations and CTV recently reducing Saskatoon's newscasts to only noon and 6 pm on weekdays, which is slightly above the minimum required by their licence in the city, with all others being province wide from Regina.
*My guess is they currently need two different teams to produce the 5pm and 6 pm hour-long newscasts. If there's a break at 5:30 pm, then only one team is needed?
