not if they're tied into some long term agreement with SES for X transponders. If they still have to pay for it, then it makes sense to convert it to S2 and "spread the load", increase bitrates across the board, etc. It would also mean not having to pay Sky for that one HD regional channel.
Looks like the last contract was signed in 2021 so unless it had clauses to allow the BBC to hand them back, it seems they've got it for a bit longer.
