It doesn't matter how it is funded. It's just the case that government should not own anything. He isn't against how Channel 4 is funded. He's just against the actual ownership of it. Just because Mrs Thatcher brought it in doesn't mean that he agrees with it. Dan's political beliefs are that of a classical liberal. They do not believe that the state should own anything and that it should only have minimal intervention.
Though this is hardly the forum for this kind of discussion, Dan Wootton has repeatedly said that he dislikes Channel 4 being owned by the government because he believes it's partisan and not impartial. It's nothing to do with some supposed classical liberalism, a phrase neither he nor anyone else would genuinely describe him as.
