I’d have thought they might be able to get away with having it on ITV Be and just using it for LittleBe instead. That way, it’s on their most minor channel. I doubt Ofcom would have cared (despite ITV previously making the argument, successfully, that they should be allowed to reduce Children’s commitments on ITV 1 due to the existence of the CITV channel).
It wouldn't make sense for ITV to get away with passing off LittleBe as filling a quota for GMTV2, it airs throughout the morning and not at 6am if anything. Be doesn't even begin normal programming until 7am to begin with.
ITV2's morning schedule has barely anyone watching it, and it retains a smaller linear outlet for what's left out of ITV's children's programming.
If needs be though Little Be could have moved to the breakfast slot. I suspect ITV2 is just a stop gap - an initial commitment they'll look to drop a year or two down the line.
That announcement today suggests very little UK content - even the big hook of Dave Spud is just six episodes.
