Why the assumption it wasn't uploaded at 1080p and its a YouTube issue that its not available in HD yet?
Does YouTube usually take 12 hours to process 1080p, crop the edges off videos, and add motion artifacts too?
I think it would be foolish to apportion blame for the quality to budget cuts, but I would be certain in saying it's not YouTube's fault.
