As someone I work with once told me, anything is technically possible but the problem is the effort required to achieve it. However I don't think it's something the BBC want to do.
What they should be doing, however, is sticking with the global channel when there is breaking news of an international nature instead of BBC1/2 simulcasts.
The only reason (beyond policy) that they might not want to do it is sports bulletins, sports right are hideously complex and I suspect there is content you can’t show in the uk or globally.
I’ve seen them do a live top/tail in sport, but the middle seemed to be recorded. I assume that was for the domestic feed where the BBC has different rights/rules.
So while I think the idea of “just leave global” on is a sound one, if you need to do special stuff for sports bulletins, that’s a cost they might want to avoid, if it’s about cost savings
