People complain about Channel 4 dumping shows but Channel 5 get criticised for it more because the latter's older audience is more likely to complain and the shows in question are generally higher profile. There's also the issue that because someone with a public profile is namechecked in complaints and there are those who are quick to defend them (which is not surprising given how people act), it makes certain criticism stand out/not stand out.
As for Popmaster, I think there is some panic scheduling going on with it but equally C4 not wasting a brand new show when viewers around at that time would prefer to watch other stuff is understandable. For what Popmaster is and its prize (which is bound to get laughed at), it's not the greatest idea in the world but much of what has been commissioned for C4 lately has failed.
