How did Tyne Tees play out the local news from January to September 1993? If it was Newcastle why couldn't TT just play out missing epsoide of Blockbusters and ACP, while YTV missing Young docs? Since they have ppl there in the first place.

They had people there, but they were too busy putting a news programme together to play at being a pres department?

As far was pres was concerned, from January to September 1993 this comprised little more than an announcer and transmission controller. Lines had gone - the only feed into the station being from Leeds. Evidently someone was there to play the adverts, PIFs, CSAs and local programmes because I think these still originated at Newcastle until September - I may be wrong there. So in theory someone could stick a tape of Blockbusters in and “press play” but there was little support around if things didn’t go smoothly. As Steve said, most people with any technical know-how would have been busy working on the local news or the odd local programme still produced at City Road.
