I think visually pleasing is the right word for Plymouth's set, it's not like the variations on the 2008 style that have gone more recently which were showing their ages and it's still relatively new (then again Birmingham and Nottingham's sets were about 5/6 years old when they went).
I take it NWT aren't moving studios when their new set is constructed as otherwise they'd not bother with the temporary set and just use the existing one until the new one was struck. It's going to be quite a short tower (possibly shorter than Tunbridge Wells?)
