There's never been a DOG on screen during ITV News IIRC.

There never has been, because ITV do not own ITN, and it's also broadcast on STV in Scotland and elsewhere perhaps.
The actual ownership of ITN is:
[*]ITV plc - 40%
[*]DMGT - 20%
[*]Thomson Reuters - 20%
[*]Informa - 20%
It would be difficult to DOG a live broadcast when you're a minority shareholder who doesn't own the copyright, especially if you're giving a feed to the other C3 broadcaster.

With respect, this is absolute nonsense.

The information is accurate. Who do you
think owns ITN?

I very much doubt that’s the reason. I mean the programme is literally branded ‘ITV News’.
And of course STV aren’t taking a broadcast feed of the programme either.

The ownership of whoever makes a TV programme has no bearing on whether the broadcaster can add a DOG.
There are plenty of programmes made by companies that ITV has no shareholding in whatsoever which happily carry both ITV1 and STV DOGs respectively.

I was trying to provide an explanation. Perhaps the majority shareholders don't want ITV to DOG their broadcast, although that wouldn't explain why C4 and C5 are allowed to do so.
My bad!

Special advertisement graphics coming out of IAC just now.
What does that say about a channel if it scares fish? Just talk me through that.
