And, to be honest, most UK Breaking News that is worthy of the opt is plannable to some degree - 'diary' events such as political speeches, court judgements, etc. can all obviously by prepped for, but even things like extreme weather events are reasonably predicted ahead of time. There is some concern about rarer 'out-of-the-blue' events, but even then the time needed to verify the story does give a cushion to get the opt team on standby.
