Wouldn't say it was a "breakdown" as such, its more of a logistical nightmare. Another YouTube video suggests all that faffing around was for ITV's World of Sport in 1978.
And apparently the "deal" for Alright on the Night was "a stitch-up", as they managed to get the interview and it went on to open World of Sport:

Bit of a minor cock-up on the News Channel tonight. At 10:38pm, as the simulcast of the News at Ten ended, the titles for The Papers began to play, but the sound was of the opening for BBC London News. It was corrected in a few seconds, but thought worth mentioning (it certainly confused an elderly relative I was watching it with, who thought that the summary of the papers was London news and, us both living well over 200 miles away, afforded it little relevance, and, thus, attention!).

I remember Central also used to put an aston on screen saying the same thing during programmes when the weather caused picture problems.
