People forget it rarely started at 10pm on the dot in the 90s too. Yes, they may air ads before it but the vast majority of the time the bulletin is ad free - though if OFCOM push through their own proposals to basically let broadcasters do what they want that'll likely come to an end and it's start at 10pm on the dot even less often than it does now.
Overall though as discussed many times in relation to the BBC the pacey headline sequences are missed - they used to tease stories rather than summarise them, and of course in ITV's case had to be delivered within the timing between the bongs (4 seconds I think), which was then replicated by the BBC with the thunderclaps.

More likely is that an ad break will be actually inserted on News at Ten if the proposals will go ahead, and they likely will.
Yes, they would not be obliged to have an ad break during news programmes, but they well would be able to in the future, so why not?

Yes and in fact News at Ten would drop the bongs if the bulletin started after 22:00. They had a version of the opening titles without the bongs and it just ended with drums. Nowadays they don't care about such accuracy and include bongs at any old time!

Am I right that the Lunchtime News has never started at 1.30pm as written into the schedules? Always a few minutes earlier.

Indeed, I believe Loose Women always wraps up around 1:25 with the news on air from 1:28...

Off the top of my head, I think it starts (or at least used to start) at 13:28:30.
I've always found that rather strange - it's one thing to start a bulletin a couple of minutes late, but early is a bit ridiculous. Technically, that is it's official on air time but most people would assume it starts at 13:30. I don't see the LTN very often these days, but over the years the number of times I've inadvertently missed the start!

Very few will be tuning in at 1.30pm on the dot though, and if they are they still get the top story in full anyway. It's early start is to give it the 22 minute run time of a half hour slot but also squeeze in the regional news afterwards.
I thin the rule is shows can start up to 2 minutes earlier or 4 minutes later than bills (The One Show has almost always started at 6.58pm for example). Indeed thanks to the BBC News at One's extended run time the BBC and ITV lunchtime bulletins actually overlap for about 5 minutes.

I don't think ITV gets back to exact timing until 4pm because they air the afternoon regional weather just before then.
