I think you're probably right.
I remember the launch of
Network North as I lived up there at the time. The reference to Bilsdale was always rather odd, because they even admit it's from an industrial unit in Billingham.
Bless, it didn't last long! YTTT were doing lots of tinkering at the time with the middle part of the two franchises, almost trying to split it into three. Hence the northern half eventually got lumbered with C3NE for a while, although that wasn't the reason why I moved away.
I've been looking for a decent capture of the NN titles for ages and never found one. So thank you.

Not saying the TTTV logo they ended up with was amazing but those proposed logos look awful - why is the rectangle in a portrait orientation? Surely a landscape TV orientation would have looked better?
Why a transmitter? It's a bit on the nose, as if someone modernised the 1950s BBC Newsreel titles - badly.
What they ended up with was subtle and worked with the wider 1998 ITV branding.
It’s awful, isn’t it? And it’s so generic - it’s like a stock logo for a TV station. Had that actually made it to our screens, we’d have been looking back on Channel 3 North East with fondness.

Unsure if it was unused but I was looking at the first ITV plc generic regional news set and stumbled across this site

I don't recall ever seeing the graphics shown on the screens, certainly not in the Central region at least - were these a Yorkshire special?

I seem to recall as similar backdrop being used in the days of ITV News channel in the run up to the News at 10:30 (I think it was then?), when they had to decamp the main studio.
Didn’t some regions possibly the some of the sub regions only have printed screens to begin with also?

Over in Canada, the storyboard for a scrapped rebrand from CBC to Television Canada circa late 70s, designed by Burton Kramer (original designer of the CBC symbol):

Can't even link to archive.org's link, you end up with a blank post for some reason!
Anyway, the site that's from is under reconstruction, hence why Logopedia's cited link is broken. Someone will need to update it when the new version of the ccca.concordia.ca site goes live.
