I don't think there's a requirement, but I think here the case is that KPIX is using their sister station to have local news at 8 and 9pm, probably after seeing KRON having some success with it, and since KRON is dropping those hours for the CW.. they get a free chance. I'm surprised KDKA in Pittsburgh isn't doing it since they were one of the few still have a normal 10pm Newscast instead of the national News Now format. I think maybe CBS is waiting for any RSN's stuff to go down to get some deals for sports teams and easily preempt 48 hours on the stations and air Baseball/Hockey/Basketball etc.
