Domestic tournament rights are sold by the LTA rather than the tours.
It was a separate deal with Amazon for Queen's and Eastbourne as that's where they started their tennis coverage before the US Open in 2018. In 2021 they added the three British WTA tournaments as Eurosport gave them up/didn't renew after the 2019 editions (2020 being cancelled).This meant Prime Video could cover Eastbourne in full rather than just ATP matches.
Amazon also had to get 13x ATP 250s separately from the 1000 and 500s, hence some gaps in the ATP calendar on Prime Video. Now the 250s come with the rest so Sky have them all.
