I don't think that would be their rights to sublet, as I think S4C are the primary rights holder of Wales matches this cycle (they are the host broadcaster for Wales games). S4C's biggest audiences of the year is usually key Wales football qualifiers, so you can understand that they would be hesitant in allowing other broadcasters in on that.
On the other hand, Viaplay/Premier have negotiated to allow S4C to have red button English commentary of all their URC broadcasts, so maybe they could agree a deal for the same to happen for English language rights ahead of Tuesday.
From September, S4C will be subletting Wales rights from Viaplay/Premier; they are currently buying the rights directly from UEFA.
