The EFL have released a statement regarding the FA Cup. I think they are basically saying they had initial discussions in September, but they weren't formally consulted after that, with the final decision involving only the Premier League and the FA. Their members on the Professional Game Board apparently couldn't do anything and it's not their role to evaluate competition format changes.
They don't call for anything else to be done, just for a better relationship and financial relationship between the Premier League & FA and the lower echelons.

Downing Street have commented, but surprisingly have not joined the populist opinion of the masses, and instead sit on the fence.

What a complete mess.
The new Champions League format was agreed almost three years ago to the day, and English football messily addresses the issue three months before it begins.
